Planning Minneola's Future
Growth is going to continue changing Minneola. The question is not simply whether we grow, but how we plan for that growth and what kind of community we want Minneola to become.
Minneola|2040 would establish a long-term roadmap so decisions about development, infrastructure, utilities, parks, public safety, landscaping, and city services are connected instead of being addressed one project at a time.

Why 2040?
2040 is the planning horizon, not the deadline.
Many Minneola|2040 initiatives could begin within the first few years, including updating city codes, improving development standards, establishing infrastructure priorities, strengthening landscaping requirements, and developing a long-term septic-to-sewer strategy.
2040 gives Minneola a long enough horizon to evaluate the decisions we make today by asking how they will affect the city 10, 15, or 20 years from now.

City Code Update
Modernize outdated or inconsistent portions of Minneola's city code so our regulations clearly reflect the community we are trying to build.
Development Standards
Establish stronger and more consistent expectations for architecture, building design, site layout, buffers, landscaping, signage, pedestrian connectivity, and compatibility.
Infrastructure Planning
Coordinate roads, intersections, sidewalks, trails, utilities, and other infrastructure with anticipated growth so the city can plan ahead instead of reacting afterward.
Septic to Sewer
Develop a long-term strategy for septic-to-sewer conversions, wastewater capacity, utility expansion, and water-system improvements.
City Services & Quality of Life
Plan for the services a growing city will require, including public safety, parks, recreation, facilities, transportation needs, and other essential community services.
Community character
What should Minneola look like?
Growth should not mean giving up the character of the community. Minneola|2040 would place greater emphasis on native trees and landscaping, community gateways, major corridors, development quality, parks, trails, and open space.
The goal is a city that grows with stronger standards and a clearer sense of place.
Infrastructure
Plan before growth creates the problem.
One of the biggest goals of Minneola|2040 is moving Minneola from reactive planning to proactive planning.
That includes roads and intersections, water and wastewater, septic-to-sewer conversion, sidewalks and trails, stormwater, parks and recreation, public safety, and city facilities.
Development
Raising the standard.
Minneola|2040 is not simply about deciding where development occurs. It is also about establishing clearer expectations for what development should look like.
Future standards should address architecture, landscaping, native trees, buffers, parking layouts, signage, lighting, pedestrian connectivity, open space, and compatibility with surrounding neighborhoods.
From vision to action
A plan that starts before 2040.
First 12 Months
Begin reviewing city codes, development standards, infrastructure priorities, and planning procedures.
Years 1–3
Develop the updated master plan, development regulations, infrastructure strategy, landscaping standards, and septic-to-sewer priorities.
Years 3–5
Begin implementing identified projects, capital priorities, code changes, and infrastructure improvements.
Through 2040
Review progress regularly and update the plan as Minneola's needs and priorities change.
Minneola|2040 should be a living plan, not a document that sits on a shelf.
A community vision
Who shapes Minneola|2040?
Minneola|2040 should not be developed by one person. It should include participation from residents, current and future City Council members, city staff, businesses, property owners, community organizations, infrastructure partners, and planning professionals.
Public workshops, town halls, surveys, and online feedback should help shape the priorities that become part of the plan.
